Internal Regulations
PART I: GENERAL
- Introduction
The Internal Regulations are set for:
(1.1) the smooth running of University Hall (the Hall);
(1.2) the enrichment of the basic rights and interests of the residents; and
(1.3) the safety of an individual member, as well as the whole student body.
- Laws and University Regulations
A student of the University, whether a member of the Hall or not, shall comply with these Regulations, with reference to the University Regulations and with any reasonable order of the Warden relating to these Regulations and the Law of the Hong Kong SAR.
- Administration and Hall Rules
The Warden may make such rules additional to these Regulations as may appear to him to be necessary for the maintenance of good order and discipline in the Hall.
- Interpretation
(4.1) In the Internal Regulations, unless otherwise stated-
‘Common Area’ means any place in the Hall which is not designated to a resident as his room.
‘Disciplinary Record’ means a record in the file in which the name and the infringement of the
Internal Regulations of any resident is entered.
‘Resident’ includes any Full Resident and Affiliated Resident of the Hall.
‘Person’ includes any resident and non-resident of the Hall.
‘Staff Meeting’ means the Staff Meeting of the Warden and all available Tutors.
‘Tutor’ includes Senior Tutor, Tutor and Honorary Tutor.
(4.2) In the Internal Regulations, words and expressions importing the masculine gender include the
feminine gender.
PART II: HALL RULES
- Improper Conduct
(5.1) No resident shall
i. engage in any gambling whatsoever on the Hall premises, or permit such gambling to take place
in his room;
ii. bring onto the Hall premises, or permit to be brought into his room with intoxicating liquor;
iii. participate in any mahjong game on the Hall premises, or permit such activity to take place in
his room;
iv. bring any dangerous drugs as defined in the Section 2 of the Dangerous Drugs Ordinance (cap.
134) on the Hall premises or permit to be brought into his room;
v. smoke on the Hall premises, or permit such activity to take place in his room;
vi. bring onto the Hall premises, or permit to be brought into his room electrical appliances of any
kind, except with the permission of the Warden. Electrical appliances with high energy
consumption (e.g., electric heaters, cookers, kettles, refrigerators, televisions, etc.) are not
allowed in individual rooms.
vii. play ball games inside the Hall premises.
(5.2)(a) No resident shall publish or broadcast any publication, programme, advertisement or other
material or any part thereof, that is likely to incite indignity or humiliation to either sex.
(b) Any resident who fails to comply with Subsection (5.2)(a) shall be punished in such a way the
Warden considers just and appropriate.
(5.3) No resident shall display obscene materials of any sort in the common areas.
(5.4)(a) No resident shall tamper with the smoke detectors, fire alarms, sprinklers and heat detectors in
the Hall.
(b) Any resident who fails to comply with Subsection (5.4)(a) shall be imposed upon a fine set by
the Warden.
(5.5) No resident shall expose their bodies by not putting on their tops or just wearing their
underwear in common areas at anytime. All residents shall have appropriate dress code in
public areas of the Hall.
(5.6) Any resident who fails to comply with Subsection (5.1), (5.2)(a), (5.3), (5.4)(a) and/or (5.5) shall
receive a warning letter in addition to the above mentioned penalty. A Hall resident who has
received three warning letters shall be suspended with immediate effect from membership of the
Hall for a period not exceeding fourteen days, and/or terminated his membership of the Hall upon
giving one week’s notice.
- High Table Dinner
(6.1)(a) All residents shall attend High Table Dinners of the Hall unless the written explanation with
supportings for his absence submits to the Hall Office at least three workings days before the dates of High Table Dinners and has been approved by the Warden.
(6.2)(b) Any resident who fails to attend the High Table Dinner without the Warden’s approval shall
receive a warning letter. A Hall resident who has received three warning letters shall be
suspended with immediate effect from membership of the Hall for a period not exceeding
fourteen days, and/or terminated his membership of the Hall upon giving one week’s notice.
- Public Property
(7.1) No resident shall remove any furniture, fitting, fixture or facility provided for use in the Hall
except where the Hall Steward permits to do so.
(7.2) (a) No resident shall deface, defile or otherwise damage any wall or any structure of any kind
whatsoever, or any furniture, fitting, fixture or facility provided for use in the Hall.
(b) Any resident who fails to comply with Subsection (7.2)(a) shall be punished and/or fined
subjected to the official notice from Hall Office.
(7.3) (a) No resident shall interfere with existing fittings, or install new utilities or fittings, except
where the Manager permits to do so.
(b) Any resident who fails to comply with Subsection (7.3)(a) shall be imposed upon a fine set by
the Warden.
(7.4) Any resident who fails to comply with Subsection (7.1), (7.2)(a) and/or (7.3)(a) shall receive a
warning letter in addition to the above mentioned penalty. A Hall resident who has received three
warning letters shall be suspended with immediate effect from membership of the Hall for a period
not exceeding fourteen days, and/or terminated his membership of the Hall upon giving one week’s
notice.
- Noise
(8.1)(a) No resident shall at any time, in particular between the hours of 0a.m. (midnight) to 7a.m.,
make or cause any annoying noise.
(b) Any resident who fails to comply with Subsection (8.1)(a) shall receive a warning letter and a
Hall resident who has received three warning letters shall be suspended with immediate effect from membership of the Hall for a period not exceeding fourteen days, and/or terminated his membership of the Hall upon giving one week’s notice. .
- Cooking
(9.1)(a) All residents shall only cook in the pantry of the A and C floors, using the hotplates provided.
(b) The use of open fire is strictly prohibited for any purposes on the Hall premises.
(c) Any resident who fails to comply with Subsection (9.1)(a)and/or(b) shall receive a warning
letter and a Hall resident who has received three warning letters shall be suspended with
immediate effect from membership of the Hall for a period not exceeding fourteen days,
and/or terminated his membership of the Hall upon giving one week’s notice.
(d) The appliances used for the purpose of cooking contrary to Subsection (9.1)(a)and/or(b) shall
be confiscated and shall not be returned until the end of a residential year or when he ceases to
be a resident of the Hall, whichever is earlier.
- Restricted Area
Unless in emergency cases, no resident shall enter the roof and/or use the emergency exits (including the Green Door on A-Floor) unless authorized by the Warden. Any convictions shall be punished and/or fined in such a way the Warden considers just and appropriate in addition to receiving a warning letter. A Hall resident who has received three warning letters shall be suspended with immediate effect from membership of the Hall for a period not exceeding fourteen days, and/or terminated his membership of the Hall upon giving one week’s notice.
- Inspection of HKU Student Registration Cards
(11.1)(a) A resident shall produce his Student Registration Card for inspection at the request of the Hall
Staff.
(b) Any resident who fails to comply with Subsection (11.1)(a) may be refused entry to the Hall.
- Fire Escape
(12.1)(a) A resident shall be responsible for his own safety and liability due to his reluctance to follow
the safety guidelines upon a fire or any emergency situation.
(b) Any resident who fails to comply with Subsection (12.1)(a) shall be punished and/or fined in
such a way the Warden considers just and appropriate. All liabilities should be borne by the
resident.
- Visitors
(13.1) Any visitor shall complete the registration procedure by signing in at the counter of Main
Entrance.
(13.2) No visitor shall remain in the hall between the hours of 11 p.m. to 7 a.m.
(13.3) Hall resident may apply on behalf of their male visitors to stay overnight on special request.
Such applications should be made to the Hall Office at least three days prior to the proposed date
of stay and approved by the Warden. A charge shall be paid at a per night basis.
(13.4) A visitor shall observe the Internal Regulations. Any visitor who fails to comply with the
Internal Regulations shall be blacklisted and refused entry to the Hall in the current residential
year.
(13.5) Warden, tutors and hall attendants may prohibit any visitor or any other person not being a
member of the Hall from entering the Hall, ask him to leave on the premises at any time or
permit him to remain on the premises beyond the time laid down for the departure of visitors
from the Hall.
(13.6) A resident who fails to comply with Subsection (13.1) to (13.4) or who receives a visitor failing
to comply with the Internal Regulations shall receive a warning letter; and is required to pay for
all charges accordingly. A Hall resident who has received three warning letters shall be
suspended with immediate effect from membership of the Hall for a period not exceeding
fourteen days, and/or terminated his membership of the Hall upon giving one week’s notice.
- Disturbances to Neighbors
(14.1) No resident shall cause any undue disturbance or nuisance to any person within the vicinity of
the Hall.
(14.2) No resident shall keep any bird, animal or pet in the Hall premises.
(14.3) Any resident who fails to comply with Subsection (14.1) and/or (14.2) shall be punished in such
a way the Warden considers just and appropriate.
- Serious Improper Conduct
(15.1) A resident who commits gravely immoral conduct or seriously infringes the rights and interests of
another resident shall be subjected to punishment determined by the Warden, notwithstanding that
such conduct has not been specifically prohibited in the Internal Regulations.
(15.2)The resident who fails to comply with Subsection (15.1) shall receive a warning letter in addition
to the above mentioned penalty. A Hall resident who has received three warning letters shall be suspended with immediate effect from membership of the Hall for a period not exceeding fourteen days, and/or terminated his membership of the Hall upon giving one week’s notice.
- Handling of Complaints
Any complaint cases could be addressed to and up to the decision of the Warden or the Tutor(s) in
charge.
- Catering Charge and Lodging Fee
The payment of catering charge in the form of meal coupon is compulsory in the Hall. Lodging fee and
catering charges are not refundable under normal circumstances.
