Section 1 – Definition and Commencement Date #
- Unless otherwise stated, in this regulation –
- Applicant means the resident of the Hall who applies for the round one admission;
- Appellant means the resident of the Hall who appeals the result of the Readmission Review Panel in accordance with Section 6;
- Hall means the University Hall of the University of Hong Kong;
- Hall Team means Hall Sports Teams and Hall Cultural Teams;
- Hall Cultural Team means the hall culturalteam refers to in Table 1 of Appendix I;
- Hall Sports Team means the hall sports team refers to in Table 2 of Appendix I;
- Interest Group means the interest group recognized by the Students’ Association.
- Students’ Association means the University Hall Students’ Association;
- Warden means the Warden of the University Hall of the University of Hong Kong.
- This Regulation comes into operation on a day to be appointed by the Warden.
Section 2 – The Readmission Review Panel #
- The Readmission Review Panel is formed with the members —
- Warden, as the chairperson of the Readmission Review Panel;
- one Hall tutor;
- two representatives of the Students’ Association; and
- two representatives from the Centre of Development and Resources for Students, the University of Hong Kong.
- Each member of the panel casts one vote for each readmission review.
- The regulatory objectives of the Readmission Review Panel are—
- to review the readmission applications with fairness, efficiency, transparency, and orderliness;
- to deliver the readmission results to the relevant applicants with efficiency;
- to provide readmission information for members of the Hall; and
- to assist the Students’ Association in executing the readmission policy by taking appropriate steps in relation to the readmission.
Section 3 – The Readmission Appeal Panel #
- The Readmission Appeal Panel is formed with the members —
- Warden;
- One Hall tutor who does not participate the review process;
- One warden from other Hall; and
- Two representatives from the Centre of Development and Resources for Students, the University of Hong Kong.
- The regulatory objectives of the Readmission Appeal Panel are —
- to review the readmission appeals with fairness, efficiency, transparency and orderliness lodged by the Appellant;
- to deliver the readmission appeal results to the relevant appellants with efficiency by voting of Appeal Panel members;
- to provide readmission information for residents of the University Hall;
- to assist the Students’ Association in executing the readmission policy by taking appropriate steps in relation to the readmission; and
- to advise the Warden in terms of the actions shall be taken.
Section 4 – The Readmission Criteria #
- For the resident of the Hall who seeks readmission to the University Hall, the calculation of the merit score of his application is subject to –
- his academic performance
- his participation –
- in hall teams and interest groups;
- in standing committees, subcommittees, working groups, including but not limited to the Archives group and Event organising subcommittees, which are recognized by the Students’ Association; and
- in hall events, including but not limited to his attendance in High Table Dinner, Pokfulam Union,
where the weights of merit score are specified in Appendix IV of this Regulation.
- Where a person participates in any event organising efforts or any sub-committee in relation to any event, he shall be considered to be participating in such a committee.
Section 5 – The Proceedings to Readmission Review #
- Unless a person gives valid reason(s) for failing to meet the conditions prescribed in section 5(2), his readmission application shall not be considered nor approved by the Readmission Review Panel.
- A valid reason or valid reasons shall be considered if the Applicant —
- has a limited fulfilment in the requirements refer to the section 4 of this Regulation and subjects to a reasonable ground, including but not limited to –
- a financial difficulty and has a need for working;
- a domestic issue within his family;
- the active participation in other extracurricular activities;
- a physical or mental illness; and
- force majeure, and
- has any reason that the Readmission Review Panel considers to be appropriate.
- has a limited fulfilment in the requirements refer to the section 4 of this Regulation and subjects to a reasonable ground, including but not limited to –
- The Applicant shall submit every evidence which is or might be influence the result of the Readmission Review in his knowledge.
- For any reason or the material supporting a reason which is considered to be confidential, the applicant may deliver such information to Warden directly which will only be disclosed to the members of the Readmission Review Panel, and if applicable, to the members of the Readmission Appeal Panel.
- The result of the readmission review would be served by the Hall Office.
- A result has been served successfully if it is served in any method given to the Hall Office.
Section 6 – The Proceedings to Readmission Appeal #
- Once the readmission application of a person has been disapproved by the Readmission Review Panel, such a person can apply for an appeal to the Readmission Appeal Panel within two weeks after the day of the result being served to such a person.
- A valid appeal application can only be formed in the written form with the items, including but not limited to –
- the name of the Appellant;
- the University Student Identity Number of the Appellant; and
- the reason(s) with supporting material(s).
- For any reason or the material supporting a reason which is considered to be confidential, the applicant must deliver it first to the Readmission Review Panel.
- The Readmission Appeal Panel shall only accept the appeal application that is supported with substantial and relevant reason(s) with explanation which the Appellant does not have any knowledge in relation to such a reason or reasons before his submission of the Readmission Review.
- The appellant has his burden to offer any evidence shown that he does not have his knowledge prescribed in subsection (4).
- For the purposes of this section and section 5 a person’s knowledge includes knowledge which he might reasonably have been expected to acquire—
- from facts observable or ascertainable by him; or
- from facts ascertainable by him with the help of medical or other appropriate expert advice which it is reasonable for him to seek,
but a person shall not be fixed under this subsection with knowledge of a fact ascertainable only with the help of expert advice so long as he has taken all reasonable steps to obtain (and, where appropriate, to act on) that advice.
Section 7 – The Power of the Warden #
- Warden has the power to decide to or not to undertake the advice given by the Readmission Appeal Panel.
- Notwithstanding the provisions of section 5 and section 6, Warden has the power to accept a readmission application in writing.
- Nevertheless, if a person has failed to seek readmission, Warden has the power to accept his readmission application in writing.

Minimum requirements
For an applicant to be considered in Round 1 Readmission, he must
- Participate in at least one hall team, with at least 50% attendance; AND
- Attend all high table dinners organised within the academic year, unless reasonably excused.
