前言 Prologue
芳甸閣，意指芳草茂盛的原野。大學堂猶如原野，百草盛放，各有千秋。而此盛況絕非孤芳自賞可為之。堂友勝似百草，儘管各有相異，唯舍堂中的兄弟情是我們的共同追求，使我們散發團結的芳香。
作為大學堂的園丁，我閣將肩負此神聖的使命，竭力為堂友提供一個綻放異彩的環境。我閣將秉承以人為本的原則。其一，使堂友積極投入及享受舍堂生活，提升對大學堂的歸屬感和堂友的關係。其二，我們推崇的舍堂教育將向堂友灌輸舍堂價值及作為大學生的社會責任。古人以用香草喻君子，我閣希望本年方針有助培養堂友成為君子，讓大學堂成為人才濟濟，君子輩出的舍堂。
The University Hall is a beautiful garden. When we enter it, we are first enchanted by the colors of the flowers, next by the fragrance they exude, and lastly by the diversity of the flowers we encounter along our way. As we walk enraptured through this prismatic explosion, we marvel that these flowers, though in great variety, can produce a single unified impression and fragrance as if they were mysteriously bound together in a spirit of brotherhood. Then we slowly come to realize that the beauty of the garden, the beauty of our hall, does not lie in its homogeneity but in its diversity and in the unexpected, infinitely marvelous unity to be discovered therein.
It is the divine duty of the gardener to keep the garden in its fullest beauty. Our cabinet, with the spirit of the dedicated gardener, will strive to create an environment where all human beings can flourish. We will diligently carry out our duties until we see that all hallmates have learned how to enjoy their lives while pursuing excellence and how to create harmony with their friends. We will also educate our hallmates about hall values, social responsibilities, and current affairs to transform them into more intelligent individuals. We hope that our hall becomes a place where people can find the most beautiful unity in its diversity.
With our mission in mind, we pledge to make our hall one of the best living spaces for HKU students.

方針Policies
本閣將於任期內實施以下方針：
We shall strive to advance the following agenda within our term of service:
- 強化大學堂的核心價值及傳統。
To reinforce core values and traditions of Hall.
- 透過參加隊伍、興趣小組和舍堂活動增進堂友之間的兄弟情和團結。
To enhance brotherhood & unity among hallmates by encouraging them in participating teams, interest groups and hall events.- 透過大學堂獨特的活動，如薄扶林論壇和高桌晚宴，加強對堡民的身份認同。
To reinforce the collective identity as a Castler through events imbued with a distinct University Hall flavor, such as Pok Fu Lam Union and High Table Dinner.
- 通過每學期舉行兩次大跑步和一次 “環島單車 “活動，來加強堂友之間的聯繫。
To strengthen bonds between hallmates by holding The Big Run twice a semester and The Island Ride once a session.
- 提升我們的公眾形象，宣傳我們的舍堂。
To improve our public image and promote our hall.
- 呈現出有文化和有修養的人的形象。
To present hallmates as cultured and polished individuals.
- 展現出大學堂倡導個人發展和人格成長。
To display University Hall as an advocate for personal development and character growth.
- 促進大學堂成為對高中生和新生有吸引力的舍堂。
To promote University Hall as an attractive abode to high school students and freshmen.
- 促進堂友的全面發展以及將堂友作為關注核心。
To foster the holistic development of hallmates and recognize them as a central concern.
- 重視如燒烤聚會及音樂會等娛樂活動，其為堂友福利的一個組成部分。
Take entertainment as an important part.
- 為堂友提供各種參與體育和文化活動的機會，拓寬他們的視野。
To provide hallmates with a variety of opportunities for sports and cultural activities to broaden their experiential worlds.
- 通過有質素的餐飲服務提供有營養和高質量的膳食。
To provide nutritious and high-quality meals through competent catering services.
- 確保所有舍堂設施和資源安全可運作。
To ensure the safety and well-functioning of all hall facilities & resources.
- 培養堂友的責任感和奉獻精神，為隊伍的出席率設最低要求（80%）。To cultivate a sense of responsibility & dedication among hallmates by setting a minimum requirement (80%) for team attendance.
- 新人而言，new ball 為重。 因此新人必須參加一支新球類活動，舊人必須參加一支隊伍。For freshmen to hall, it is compulsory for them to join at least one new ball team; for currents, it is compulsory for them to join at least one team (sport or cultural).
- 促進堂內和諧，加強大學堂內的融合。
To promote internal harmony and enhance integration within the hall.
- 在大學堂裡創造一個自由、平等的環境。
To create a free, egalitarian environment in the hall.
- 提供機會並鼓勵堂友進行文化交流。
To provide opportunities for and encourage cultural exchange between hallmates.
- 鼓勵國際堂友參與堂內事務。
To encourage international hallmates to participate in hall affairs.
To hold regular social events to provide opportunities for socialization.

工作以外身先士卒帶領堂友前進。全體閣員承諾：

In addition to fulfilling our basic constitutional duties, we strive to become the role models of our Hall. Attendance of hall wide events is out of the question – we promise to lead by example. Our cabinet members promise to
1. To uphold impartiality and work towards the greater good of our Hall;
2. Put the core values into practice;
3. Play our part in the teams we are members of;
4. Endeavour to spectate all interhall competitions and actively participate in events
of the Hall;
5. Treat everyone in the Hall with sincerity;

角色和理念 Role and Philosophy
主席的職責是作為舍堂領袖帶領各位堂友實踐舍堂教育及在舍堂界作為大學堂代表。
The chairman is responsible for acting as the leader of the hall, leading hallmates in practicing hall education and act as the representative of Univeristy Hall in the hall community.
在舍堂內 Within the cabinet：
- 引導各屆堂友之間的交流，促進堂內外兄弟情，以加強其對舍堂的歸屬感。
Strengthen communication between hallmates, foster brotherhood between inside and outside hall, increase sense of belonging. - 鼓勵堂友參與舍堂活動，讓其有機會學習與實踐舍堂核心價值, 令宿生會幹事了解彼此工作進度， 並同時言傳身教理想大學生的形象。
Encourage hallmates to participate in hall activities in order to learn from and act out hall values and allow the executive committee members understand each others’ work progress, and promote ideal image of a university student. - 聆聽堂友意見，並了解其需要及想法，讓每一位的聲音都受到尊重。
Listen to hallmates’ advice, understand their thoughts and feelings, make sure every voice is respected and attended to.
在舍堂界In the hall community：
- 無時無刻提醒自己和慎言，捍衛大學堂的形象和利益。
Be responsible for his words and actions, in order to maintain UHSA’s image. - 維繫大學堂與各舍堂的關係，促進舍堂間之交流與合作。
Maintain Hall and other halls’ relationship, encourage communication and collaboration between halls. - 在與舍堂界相關之議題上向大學高層與其他舍堂代表表明立場，捍衛大學堂與舍堂界的利益。
Matters regarding the university executive board, voice out Hall’s opinion, defend the interests of Hall and other halls.
實際工作 Policies
1. 領導宿生會 Leading UHSA.
- 綜合宿生會幹事之意見。
Combine the opinions of UHSA members.- 跟進宿生會幹事之工作進度，確保宿生會事務進度理想。
Attend to the work progress of exco members.
- 因應實際情況籌備臨時活動或更改活動內容。
Organize temporary events or adjust events in accord.
- 營造良好工作氣氛，令宿生會幹事的關係變得更親密，促進交流並提升工作效率。
Foster a good working atmosphere, strengthen the bond between exco members.
- 跟進宿生會幹事之工作進度，確保宿生會事務進度理想。
2. 莊會 UHSA meetings
- 目的 Aim.
- 令宿生會幹事了解彼此工作進度，相互督促，提升工作效能。
Allow exco members to supervise each other’s work progress, increase the working efficiency.
- 就宿生會幹事的工作給予意見，提升工作質素。
Give opinions regarding the work of UHSA.
- 形式 Method.
- 週期性會議為一星期一次，學期間會舉行一次檢討會議。
Regular meetings are on a weekly basis, evaluation meetings are held each semester.
- 各宿生會幹事簡介自己在上次莊會後完成的工作及現時工作進度。 Exco members report their working progress.
- 各宿生會幹事簡介自己未來的工作。
Exco members report their future work.
- 輕鬆氣氛為主，鼓勵幹事參與討論，提倡尊重每位的意見。
Atmosphere should be friendly and accommodating in general, exco members should be able to participate in discussion freely.
- 因應實際情況提出新活動或更改活動內容（如適用）。
Adjust activities according to emergency situations (If applicable).
- 週期性會議為一星期一次，學期間會舉行一次檢討會議。
- 令宿生會幹事了解彼此工作進度，相互督促，提升工作效能。
3. Joint Hall Development Committee（JHDC )
- 簡介 Overview.
- JHDC是獨立的非官方組織， 由各舍堂宿生會主席組成，會不定期舉行非正式會議。
JHDC is an unofficial independent organisation formed by each halls’ representatives.
- 目的 Aim.
- 探討舍堂發展。
Explore the continuity of Halls.
- 促進舍堂間之意見交流及合作。
Facilitate the cooperation between halls and making suggestions.
- 統合舍堂界意見，向校方反映舍堂界對於各項議題的立場。Uniting the opinions from all the halls and safeguard the autonomy of hall residents.
- 探討舍堂發展。
- JHDC是獨立的非官方組織， 由各舍堂宿生會主席組成，會不定期舉行非正式會議。
4. Committee on Halls （CoH）
- 簡介 Overview.
- 各舍堂代表與大學高層（如學生事務長及各舍堂舍監等）在舍堂議題上作討論及決策。
Committee formed by the administrative department of HKU and representatives of Halls, discussing the main recommendation and policies proposed.
- 目的 Aim.
- 向大學高層、大學管理機構及其他舍堂表達大學堂對舍堂議題的立場。
Reflecting halls’ opinions and stands towards topics and suggestions.
- 維護大學堂及舍堂界之利益。
To secure the profits of our hall and the whole community of HKU halls.
- 積極參與事務。
Proactively participate in hall matters.
- 向大學高層、大學管理機構及其他舍堂表達大學堂對舍堂議題的立場。
- 各舍堂代表與大學高層（如學生事務長及各舍堂舍監等）在舍堂議題上作討論及決策。
5. Founders’ Nite
- 目的 Aim.
- 讓通過迎新的新人正式升仙，成為Castler 。
Announcing freshmen officially become Castler after 2 parts of Ying Sun.
- 借今年主席帶領新人一同升仙的機會， 宣揚大學堂沒有所謂仙制，營造道理比年資更重要的風氣。 引導新人更願意地參與舍堂事務。
Advocate the absence of ‘seniority’ in University Hall, advertise that rationality is more important than seniority.
- 時間 Time.
- 九月下旬 Late September
- 讓通過迎新的新人正式升仙，成為Castler 。
6. 拜神、團年飯 Baisun, New Year’s Rice
- 時間 Time
- 農曆新年前後。 Before or after Lunar New Year.
- 目的 Aim
- 延續傳統，體驗大學堂文化氛圍。
To maintain the tradition of Hall, enrich the cultural atmosphere of Hall.

- 內容 Content
- 與舊生會代表聯絡，邀請已畢業的堂友和現堂友參加是次活動。由三嫂女兒Rachel準備拜神所需物資，完成拜神祈福儀式後集體於Dining Hall用膳。
Communicate with UHall Alumni Association, inviting both alumni and hallmates to participate in the event.
- 與舊生會代表聯絡，邀請已畢業的堂友和現堂友參加是次活動。由三嫂女兒Rachel準備拜神所需物資，完成拜神祈福儀式後集體於Dining Hall用膳。

候選內務副主席有責任成為同屆領袖。
It is the responsibility of the Internal Vice Chairman to be the leader of the cohort.
在堂內:

- 積極投入舍堂生活、實行並鼓勵堂友實踐核心價值以團結舍堂。 Actively participate in hall life, encourage hallmates to practice hall core values to unite the hall.
- 與不同範疇的莊友合作及溝通，提升宿生會運作效率。
Collaborate and communicate with all jongyou in different areas to enhance the efficiency of UHSA operations.
- 關懷每一位堂友和不同範疇的舍堂事務。
Care for every hallmate and the different aspects of the hall.
在莊內：
Within UHSA
- 積極參與舍堂事務。
Participate actively in hall affairs.
- 了解其他莊友的莊務情況，和莊友建立深厚感情，並對莊內事務負責。
Understanding the duty procedures of other jongyau, building a solid relationship with jongyau, and being responsible for UHSA affairs.
- 在內務安排上配合外務工作，協助提升大學堂形象。
Cooperate with the external affairs in the internal affairs perspective and help to improve the image of the University Hall.
同屆當中，其應了解每位同屆的性格特點，並感染同屆實踐核心價值。其應作為同屆與他屆溝通之橋樑，並以各種方法支持同屆，促進堂友之間的瞭解及交流。此外，作為莊內已過迎新的成員及候任迎新主席，本人有責任以自身經歷及知識與所有堂友分享並傳承大學堂的傳統及其歷史。
Within the cohort, he should be aware and understands the personalities of his hallmates in the cohort and to inspire his fellows to practice the core values. He should serve as a bridge for communication between different sessions and to stand for his cohort in every sense, and promote understanding among members. Also, as a past member of Ying Sun and the proposed Ying Sun chairman, I have the responsibility to share my experience and knowledge with all hallmates and pass on the traditions and history of the University Hall.

1. 分房 Room Distribution

- 目的 Purpose
- 透過共同生活，建立兄弟間的深厚感情。
To build a strong brotherhood through living together.
- 因應各堂友的生活習慣(潔淨程度、睡眠時間等)，盡量減低堂友在生活上的衝突。
To minimize conflicts among hallmates according to their living habits (cleanliness, sleeping time, etc.).
- 透過已過迎新的堂友，於同屆中潛移默化灌輸大學堂核心價值予未過之堂友。
To instill the core values of the University Hall in the same cohort through those who have passed Ying Sun.
- 鼓勵堂友貢獻大學堂。
Encourage hallmates to contribute to the University Hall.
- 透過共同生活，建立兄弟間的深厚感情。
- 內容 Content
- 現有堂友 Currents
- 6月上旬收集下學年堂友移房意向，並於6月下旬公佈結果並要求堂友開始遷移。全體堂友須於7月前遷移完畢。本地及非本地堂友同住之安排將依各自之個人意願及房間空缺決定。
The results will be announced in late June and hallmates will be asked to start moving. All hallmates must be moved by the beginning of July. Arrangements for local and non-local hallmates to live together will be determined according to their individual wishes and room availability.
- 6月上旬收集下學年堂友移房意向，並於6月下旬公佈結果並要求堂友開始遷移。全體堂友須於7月前遷移完畢。本地及非本地堂友同住之安排將依各自之個人意願及房間空缺決定。
- 新人及Latecomers
Freshmen and Latecomers- 新人自主選擇房間，並鼓勵與Latecomers 同住，促進同屆交流。
Freshmen will choose their own rooms and are encouraged to live with Latecomers to promote fellowship.
- Latecomers 遷入後將由內務副主席視乎房間狀況分配 。 Latecomers will be assigned by the internal vice-chairman after moving in, depending on the room availability.
- 新人自主選擇房間，並鼓勵與Latecomers 同住，促進同屆交流。
- 現有堂友 Currents
- 分配准則 Distribution standards
- 為鼓勵堂友積極參與舍堂事務，本年度分房將參考堂友貢獻度(舍堂活動及隊伍出席率)及遷居意向，再行釐定最終分房安排。
In order to encourage the active participation of hallmates in hall affairs, the final room distribution arrangement will be determined with reference to the contribution of hallmates (attendance of hall activities and teams) and their desired room this year.
- 為鼓勵堂友積極參與舍堂事務，本年度分房將參考堂友貢獻度(舍堂活動及隊伍出席率)及遷居意向，再行釐定最終分房安排。
2. 大佬制 Dai Lo system
- 時間 Time
- Founders’ Nite 前 Before Founders’ Nite
- 目的 Aim
- 由舊人指引新人，助其更快適應舍堂生活及為其大學生活提供建議 ，同時令舊人反思過去，實現經驗傳承。
Allow current members to mentor freshmen, allow freshmen to engage and devote to hall life with the help from current members.
- 以大佬制個人化之安排，於個人層面與新人交流舍堂價值並引導之 ，彌補迎新等群體活動未能觸及之處。
The Dai Lo system is a personalized arrangement to communicate with newcomers about the values of the hall and to guide them at a personal level, making up for the inaccessible aspects that group activities such as Ying Sun could not reach.
- 由舊人指引新人，助其更快適應舍堂生活及為其大學生活提供建議 ，同時令舊人反思過去，實現經驗傳承。
- 內容 Content
- 已過迎新的新人可自主選擇兩位舊人作為大佬 。
For the freshmen who has passed the Ying Sun, they can choose two Dai Los.
- 未過迎新的新人及Latecomers亦可選擇一位舊人作為大佬，以便更快融入舍堂生活。所有大佬將於十月之Founders’ Nite 同時公佈。
Freshmen and Latecomers who have not yet been through Ying Sun can also choose a current to be a Dai Lo so that they can integrate into the life of the hall more quickly. All the Dai Los will be announced at the Founders’ Nite in October.
- 已過迎新的新人可自主選擇兩位舊人作為大佬 。
3. 迎新 Ying Sun
- 時間 Time
- 二零二三年八月下旬 Late August 2023
- 目的 Aim
- 令新人透過與同屆的共同經歷，對同屆互相了解，從而建立兄弟間的深厚感情。
Through the common experience with the same class, the freshmen can get to know each other, thus building a deep bonding between brothers.
- 令新人對核心價值及大學堂的歷史文化有所認知，了解大學堂的日常舍堂生活。
To enable newcomers to gain an understanding of the core values and the history and culture of the hall, and to learn about the daily life of the hall.
- 為新人提供一定挑戰，給予其機會證明自己有能力面對磨煉，肩負 Castler之名。
To provide freshmen with certain challenges and give them the opportunity to prove that they are capable of facing the trials and tribulations and to take on the name of being a Castler.
- 對於成為Tutor的舊人，其將透過在迎新過程中向新人傳承舍堂文化和核心價值，並自省自己過去一年有否深刻認識和實踐核心價值。
For those who have become Tutors, they will pass on the culture and core values to the newcomers through the Ying Sun process and reflect on whether they have deeply understood and practiced the core values in the past year.
- 令新人透過與同屆的共同經歷，對同屆互相了解，從而建立兄弟間的深厚感情。
- 內容 Content
- 三月下旬召開Tutor、OC會議，和堂友協定迎新方向、細節等方向。
Tutor and OC meetings will be held in late March to agree on orientation and details with parishioners.
- 八月下旬舉辦迎新，暫定方向為舉行傳統迎新，讓新人實踐迎新中灌輸之核心價值。此外亦促進其對時事及舍堂歷史之認知。此外，本次迎新將有國際新人參與並提供英語翻譯，希望他們也可融入及體驗大學堂的舍堂文化。
The orientation will be held in late August. The tentative direction is to hold a traditional Ying Sun so that newcomers can practice the core values instilled in the Ying Sun. In addition, we will promote their awareness of current events and the history of our hall. In this year, the Ying Sun will include international hallmates for the first time with English interpretation provided, hoping to encourage them to blend in and experience the hall culture of the Hall.

To deepen the freshmens’ understanding of the life of the hall.
- 為畢業的大仙舉辦慶祝儀式 。

- 畢業大仙飲下Hall Blood，並分享舍堂生活感悟，讓一眾舊人與新人領受大仙昔日遺風 。
Graduating Daisin drank Hall Blood and shared their insights on the life of the hall, so that the currents and freshmen could appreciate the legacy of Daisin in the past.
- 表彰在過去一年裡於不同領域有所表現的堂友，作為其他堂友的榜樣。
To recognize those hallmates who have performed well in different areas in the past year and serve as role models for other hallmates.
- 畢業大仙飲下Hall Blood，並分享舍堂生活感悟，讓一眾舊人與新人領受大仙昔日遺風 。

角色和理念Role and Philosophy
堂外事務方面，一方面，本人將代表大學堂，出任香港大學學生會評議會評議員，同時本人亦會制定宣傳策略，不遺餘力推廣大學堂，重點提升大學堂在社會各界、港大學生和舍堂界對大學堂的認知，建立良好的社堂形象，吸引新生加入舍堂。同時令大眾知道大學堂不僅歷史悠遠，堂友更是重視兄弟情，能文善武，關心社會的好男兒。
In terms of external affairs, on the one hand, I will represent the University Hall as a member of the Union Council of the Student Union of the University of Hong Kong. At the same time, I will also formulate a publicity strategy and spare no effort to promote the University Hall, focusing on raising the awareness of the University Hall in the community, the students of the University and the hall community, establishing a good image of the hall and attracting new students to join the hall. At the same time, the public will know that the University Hall not only has a long history, but also that the members of the Hall are good men who value brotherhood, well-rounded, and care about the society.
堂內事務方面，作為大學堂的副主席，本人將會克盡己任，協助主席及內務副主席處理堂內事務，並適時提供協助，確保政綱得以實踐，彰顯舍堂價值。同時本人亦會以身作則，為本堂堂友樹立榜樣，實踐大學堂核心價值的傳承。
In terms of internal matters, as the vice-chairman of the hall, I shall do my best in assisting the chairman and the internal vice chairman in finishing his duties, and spread hall culture and values. At the same time, I will set myself as a role model and carry the good name of University Hall.

榮譽秘書的職責是處理宿生會的日常運作,包括舍堂的時間安排及協調，人手分配，會議前後的文書工作等。本人會以令堂內事務更有效率為宗旨，使堂友對堂內大小事務有更清晰的理解，並減少活動安排上的混亂。
The duties of the Honorary Secretary are to handle the daily operations of the Association, including the scheduling and coordination of the hall, manpower allocation, and paperwork before and after meetings. I will aim to make the affairs of the hall more efficient so that the hallmates can have a clearer understanding of the affairs of the hall and reduce the confusion in the arrangement of activities.

The duty of the Honorary Treasurer is to manage the income and expenses. His role is indispensable to the operation of University Hall. Below are some philosophy:

1. 管理大學堂宿生會銀行戶口 UHSA Bank Account Management
- 大學堂宿生會主席、內務副主席、榮譽司庫共同管理大學堂宿生會銀行戶口。
The bank account of UHSA should be jointly managed by the Chairman, Internal Vice Chairman and Honorary Treasurer.- 非上述成員外一律不得使用大學堂宿生會銀行戶口。
Apart from the above members, no other members are allowed to use the UHSA bank account.
- 為保障大學堂宿生會利益，處理存款、提款或轉帳等事宜時，必須由大學堂宿生會主席、內務副主席或榮譽司庫三者其中兩人批准。
In order to protect the interests of UHSA, any deposits, withdrawals or transfer procedures require authorizations from two persons in-charged among the Chairman, Internal Vice Chairman or Honorary Treasurer.
- 非上述成員外一律不得使用大學堂宿生會銀行戶口。
2. 開支報銷 Reimbursement
- 報銷程序 Reimbursement Procedures
- 於訂購物資（如文具、衣服、食物等）前，先以WhatsApp 通知榮譽司庫，以確認物資的份量及價格，以減低誤購過量物資、超支的風險。同時為榮譽司庫提供充足時間安排提款作報銷用途，以縮短報銷所需的時間。
To reduce the risks of unnecessary purchase and over budget, the Honorary Treasurer has to be informed about the quantity and price of the items before placing any orders. The Honorary Treasurer would then have sufficient time to arrange cash and shorten the time for reimbursement.
- 在物資到貨或活動結束後，申請人必需在榮譽司庫定出的限期前（一般為兩星期內）遞交有效收據，榮譽司庫將於確定沒有超支後作出報銷。
The applicant must submit a valid receipt by the deadline set by the Honorary Treasurer after the arrival of materials or the completion of events (generally within two weeks). The Honorary Treasurer will reimburse the applicant after confirming that there is no over budget.
- 若申請人未能在限期前遞交申請，請盡早通知榮譽司庫，榮譽司庫將按照情況酌情延長報銷申請。
If the applicant is unable to submit the application by the deadline, please inform the Honorary Treasurer as soon as possible. The Honorary Treasurer will extend the deadline at his discretion.
- 為保障申請人，在報銷開支前敬請把申請表及收據影印並妥善保存。
To protect the interest of the applicants, please make photocopies of both the application form and the receipts which should be kept properly before reimbursement.
- 批核準則 Approval Criteria
- 申請人務必及必需附上「有效」收據，否則開支報銷視為無效。
Applicants must provide “valid” receipts, otherwise, the reimbursement is considered invalid.
- 有效收據為字體清晰可見（包括：物品金額、物品名稱、公司名稱、日期），並蓋上有效公司蓋章（適合於「手寫單」）。
The definition of a “valid” receipt refers to clearly visible wordings of the required information (including the price, item name, company name and date), and stamped with a valid company seal (applicable to “handwritten sheets”).
- 報銷無效例子為遺失收據、沒有收據。
Examples of invalid receipts are lost receipts or no receipts can be given.
- 報銷的開支金額必需為預算以內。若金額超出預算，必需通知榮譽司庫並作合理解釋，以得到其預先同意。
The number of expenses to be reimbursed must be within the budget, and if the amount exceeds the budget, the Honorary Treasurer must be notified and given a reasonable explanation in order to obtain his prior approval.
- 若開支超出預算，而超支是人為疏忽所致、超支是可避免的，申請人若無法提供合理解釋，申請人需為超支負上責任，並需與宿生會相議善後安排。
If the expenses exceed the budget and the overspending is due to human negligence and is avoidable, the applicant will be responsible for the overspending if he cannot provide a reasonable explanation. He will be required to negotiate with the UHSA for the solution.
- 申請人務必及必需附上「有效」收據，否則開支報銷視為無效。
- 財政分配 Financial Allocation
- 體育隊伍：支付各體育隊伍的聯舍比賽報名費、租借場地、裁判費及聘請教練等日常開支。
Sports teams: To pay the registration fees of joint hall competitions, pitch booking, referee fees and coaching fees, etc.
- 文化隊伍：支付各文化隊伍的聯舍比賽報名費、裁判費及聘請教練的費用。
Cultural teams: To pay the registration fees of joint hall competitions, referee fees and coaching fees, etc.
- 舍堂活動：支付舍堂活動的支出。
Hall activities: To pay the expenses of hall activities.
- 體育隊伍：支付各體育隊伍的聯舍比賽報名費、租借場地、裁判費及聘請教練等日常開支。
- 於訂購物資（如文具、衣服、食物等）前，先以WhatsApp 通知榮譽司庫，以確認物資的份量及價格，以減低誤購過量物資、超支的風險。同時為榮譽司庫提供充足時間安排提款作報銷用途，以縮短報銷所需的時間。
3. 舍堂基金 Fund
- 目的 Aim
- 舍堂基金的主要用途包括協助有經濟需要的堂友繳交宿費、資助堂友的個人發展、促進舍堂教育發展等等。
The main purposes of the fund include assisting hallmates who have financial needs to pay for their accommodation fees, supporting the personal development of hallmates and promoting the educational development of the hall.
- 本人亦會於申請期内以WhatsApp形式通知堂友，期望能為有經濟需要的堂友提供協助。
I will inform hallmates by WhatsApp during the application period, hoping to provide assistance to those who are in financial need.
- Bursary Fund
- 來自大學堂宿舍舊生會有限公司及舊生個人的捐款，用以資助有財政困難的堂友繳交膳食費用。
The Bursary Fund comprises of donations collected by University Hall Alumni Limited and personal donations from alumni of University Hall. The purpose of the Bursary Fund is to provide grants to hallmates who are in financial difficulties to fully or partially cover the compulsory meal fee charge.
- 申請門檻為有財政困難並對舍堂有貢獻的堂友。有需要的堂友須在申請表格上填妥個人資料，並附上有關證明文件的正本或副本。
Application threshold: Hallmates with financial difficulties and with contribution to Hall. Hallmates have to fill in his personal details on the application form and attach relevant documents or photocopies thereof.
- 為保障各堂友利益及避免濫用情況出現，Bursary Fund申請會交至舍監，大學堂宿舍舊生會有限公司主席、高級舍堂導師以及大學堂宿生會主席作批核。
To be fair and avoid abuse, applications for Bursary Fund will be submitted to the Selection Committee, which comprises of the Warden of University Hall, the Board Chairman of University Hall Alumni Limited, a Senior Tutor of University Hall and Chairman of University Hall Students’ Association, for approval.
- 來自大學堂宿舍舊生會有限公司及舊生個人的捐款，用以資助有財政困難的堂友繳交膳食費用。
- Matching Fund
- 由舊生設立，用以資助堂友個人發展的相關開支。
The matching fund is established by alumni to support the expenses related to the personal development of hallmates.
- 申請門檻：填妥申請表格並遞交計劃書；填妥的表格將會交予舍監及 Hall Office 作批核。
Application threshold: Complete the application form and submit the proposal. The completed form will be submitted to the Warden and Hall Office for approval.
- 由舊生設立，用以資助堂友個人發展的相關開支。
- 舍堂教育基金 Hall Education Fund
- 舍堂教育基金是由校方設立，用以資助有關促進舍堂教育發展的開支。
Hall Education Fund is established by the University to support the expenses related to the development of hall education.

If hallmates have any comments on the finances or other inquiries, please feelfree to contact me directly- 本人會於每月舉辦的高桌晚宴公佈重要的收入和支出，堂友亦可於雲端硬碟中查詢每月收入、支出、結餘以及報銷審批的進度 ，了解大學堂的財政狀況。
Some important income and expenses will be announced monthly during the high table dinner. Hallmates can check the progress of monthly income, expenses, balance and reimbursement approval in the google drive to understand the financial status of the University Hall.

The general direction of the Island Ride is anti-clockwise. It is planned that starting at UHall, we will head to Pok Fu Lam Road, and towards Southern District, moving through Island Road, Repulse Bay, Stanley Gap Road, Tai Tam Reservoir Road, opening to Chai Wan Road and moving towards Shau Kei Wan. Finally we will follow the Tramways to Hennesy Road, leading to Western Road, Pok Fu Lam Road and finally finish as UHall.

I will take the responsibility to confirm the number of participants and consequently the number of bikes, helmets, lights etc. to rent. There were some concerns with the previous service provider (Lung Kee Bike) primarily with many bikes breaking down near the start of the event so this year we plan on using a new service providers in a similar budget range.

Moreover, given the safety concerns in this event we shall invite the Tutors, Warden and other hallmates to provide assistance. The bike teams will be led by experienced hallmates and shoulder responsibility for their team mates. Additionally at the very end, they will followed by a private car to provide immediate first aid service in case of accidents as well.

Registration Day will be held around mid-August 2022 and will last for three days. It is an
essential period for freshmen to explore their new university lives.

Registration Day is a critical occasion for University Hall to recruit freshmen.The role of
RDSU is setting up the strategies and the promotion direction of Registration Day and
recruitment of freshmen. The major target of the whole function is to increase the number
of freshmen in the coming year.
工作時間表 Working Schedule
1. 四月招募人手。
Recruitment of the helpers will start in April 2023.
2. 五月中旬起商議及制定註冊日主題和宣傳手法。
The discussion of the theme and the promotion direction should be started in
mid-May 2023.
3. 七月下旬前完成註冊日籌備工作，包括攤位、紀念品。
The preparation work for Registration Day, including the booth and souvenirs,
should be finished by early July 2023.
4. 七月下旬至八月初以簡報會形式向堂友講解註冊日工作流程、宣傳策略及注
意事項。
There will be a briefing session introducing the rundown, promoting strategies,
and important issues for Hall mates at the end of July 2023.
5. 八月中為新生註冊日。
Registration Day will start in the middle of August 2023.

目的Purpose
吸引已獲港大錄取的新生報取大學堂，增加收生人數。
To attract new students who have been admitted to HKU to enrol in University Hall and increase the number of new students enrolled.
内容 Details
新生體驗營為兩日一夜（如因疫情限制將縮短為一日），包括大學生活分享（例如夜話）、集體遊戲、New Ball示範、高桌晚宴、舍堂導賞等。
Touch camp is a two days camp (will be shortened to day camp if restricted due to
pandemic measures). It includes activities such as university life sharing, mass games,
new-ball demonstrations, high-table dinner, and hall tour.
萬聖節鬼屋 Halloween
簡介 Introduction
萬聖節鬼屋是大學堂引以為傲的年度企劃，事隔兩年後在2021年成功復辦。本閣有意繼續舉辦，復興此傳統。
The Halloween Haunted House is one of the proudest annual projects in University Hall.
After a two-year hiatus, we have successfully reinvented this tradition in 2021. Our
cabinet intends to pass on the torch.

目的 Purposes
萬聖節鬼屋為全民共同參與的大型企劃，有助促進舍堂向心力。在為一個新舊人磨練
的平台，可從中物色潛在舍堂領袖。對新人而言，萬聖節鬼屋的準備工作是同屆共同舉辦活動的難得機會，能製造同屆回憶並提升對舍堂歸屬。對外亦借此向其他港大學生推廣大學堂。再者，萬聖節鬼屋亦能為宿生會帶來額外財政收入。
Halloween Haunted House is a big project through common participation that the
cohesion of hallmates can be enhanced. Being a challenge for all hall mates, the project
can facilitate the selection of future Hall leaders. From the freshmen’s perspective, the
project can create strong bonds between them and cultivate their sense of belonging to
Hall.From the external perspective, the Halloween project helps to promote University
Hall to other HKU students. Moreover, Halloween Haunted House can bring bonus
revenue to the Association.
新人角色 Role of Freshmen
有別於歷年的做法，本年度萬聖節鬼屋並不會由新人主導。在學年初，新人除了準備鬼屋外需要經歷過房、隊伍示範、參與訓練等，更遑論適應大學生活以及其他在外的事務。為減低新人在學年初的負擔，今年新人將在鬼屋中主要扮演執行者的角色，而全部新人必須參與。如有新人對決策及營運過程感興趣而希望肩負更大責任，當然無任歡迎。
Unlike the practice of previous years, the Halloween Haunted House will not be led by
freshmen. At the beginning of the school year, not only do freshmen have to participate in
various hall activities (e.g., Ying Sun, team demonstrations, team practice, etc.), but also
to get used to their new university lives and other external habits. Therefore, freshmen will
be mainly responsible for but not limited to the role of execution in order to ease their
workload at the beginning of the semester.

Our cabinet plans to hold six High Table Dinners within our term of office. (Subject to the
development of the pandemic)
服飾Dress Code
高桌晚宴的正確服飾包括白色襯衫、黑色西褲、皮鞋、標準綠袍以及大學堂領呔。本閣將致力確保每位堂友皆有合適的服飾。福利秘書會於每個學期初售賣綠袍即領呔, 包括在New Students Induction及New Year Party等場合上售賣。
The correct attire for High Table Dinners includes a white shirt, black dress pants, leather
shoes,the standard green gown, and a Hall tie. Our cabinet shall ensure that all hallmates
have the right attire when attending the dinner. Our Welfare Secretary will sell the ties and
green gowns at the beginning of each semester, at occasions such as the New Students
Induction and the New Year Party.

Superpass is a regular annual event of our Hall and we will continue this tradition, inviting
the Warden to join us for this festive occasion. Before the event, we will put together a
Superpass video compiling everyone’s messages.
